Why does the job exist?

This position will work as a technical team member with the Abandoned Mine Land Program and will perform duties necessary to meet the Program’s legislative mandate to protect public health, safety and property from the adverse effects of historic mining practices, including the restoration of adjacent land and water resources, and to help ensure that activities comply with federal environmental laws and reporting requirements, the State procurement code, and project plans and specifications. This position plans, designs, prepares engineering drawings and plans, establishes measurable quality and quantity standards and specifications, and administers construction contracts for the Abandoned Mine Land Program’s projects to protect public health, safety, and property from the adverse effects of historic mining practices and to restore the environment and land and water resources degraded by historic mining practices. This position also manages professional services contracts, generally for civil engineering services, and performs advanced engineering assignments in abandoned mine lands engineering, planning, and construction.

How does it get done?

This position applies their engineering knowledge and engineering judgment to safeguard and reclaim abandoned mine sites. This position works independently and with a multi-disciplinary team to achieve Program objectives. Work includes completing field reconnaissance at project sites for project development and design purposes; initiating and preparing engineering plans and specifications, including engineering design calculations and the use of AutoCAD for preparation of construction drawings; administering construction contracts, including bid and bidder evaluation, Notice of Award, Notice to Proceed, change orders, applications for payment and final project reports; managing construction contracts, including pre-bid and pre-construction conferences; construction observation, including construction inspections; managing professional services contracts, including requests-for-proposal, consultant selection, fee negotiations, change orders, and applications for payment; and leading/participating in public meetings. This position also mentors and develops junior engineering staff within the Program.

Energy, Minerals and Natural Resources Department, Mining and Minerals Division. Works closely with Program staff, construction contractors, consultants, land management agencies, and the public.

Ideal Candidate

The ideal candidate will have experience in the following:

*  Bachelor or Masters of Science degree in Engineering, preference for Civil/Mining/Environmental/
   Construction/Geological Engineering
*  Registered Professional Engineer (P.E.) in the State of New Mexico, in good standing
*  Six (6) years engineering experience, two (2) years of which must be as a Licensed Professional Engineer
*  Experience in the use of AutoCAD, Microsoft Office, ESRI GIS
*  Experience in leading the technical engineering aspect of projects
*  Experience with field work
*  Strong oral and written communication skills
*  Ability to interact well with a multi-disciplinary team
*  Ability to mentor and develop junior engineering staff

Minimum Qualification

Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and four (4) years of engineering experience. Must be licensed by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.

Employment Requirements

Must maintain and possess a current New Mexico Driver’s License

Working Conditions

Both field work and office setting; exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage. Fieldwork requires ability to hike in varied field terrain and weather conditions, and drive long distances on highways, dirt roads, and off road and be away from home for multiple days at a time. Sitting/Standing, bending, squatting, climbing, reaching, kneeling, and crawling may be required. Must be able to lift 50 lbs.
